私自身の言葉、出来る限り県外だということ、この言葉を守れなかったということ、そしてその結論に至るまで、その過程の中で、県民の皆さん 方にご混乱を招いてしまいましたことに関して、心からおわびを申し上げたいと思っております

「出来る限り県外」ではない「最低でも県外」と言っていたのだ。
